Though terrorism is not a new phenomenon, the 'war on terror' is. Amnesty deplores acts of terrorism and acknowledges the right of governments to protect their citizens when they face complex challenges and threats. However, these measures should never result in the compromise of individual human rights or the erosion of the human rights framework.
